Y'all are either blind, mentally retarded, or BOTH for picking Miley Cyrus at #1 for your 2013 Hot 100 list. Miley is all types of busted and your entire magazine should have a stadium full of seats!!! Miley herself expressed that she thought Rihanna should've had that spot and she is ABSOLUTELY RIGHT.
